How to Register Fertilizer Products in Ghana
PPRSD fertiliser registration from start to finish: the legal framework, documents required, composition and labelling standards, and what happens during market surveillance.
Ghana's agricultural sector depends heavily on fertilisers to maintain soil productivity and support the yield levels that commercial farming requires. Managing the quality and safety of fertiliser products in the market is handled by the Plant Protection and Regulatory Services Directorate (PPRSD) under the Ministry of Food and Agriculture. Any fertiliser product sold or distributed in Ghana must be registered with the PPRSD before it enters the market.
This applies to all fertiliser products: inorganic fertilisers such as urea and NPK compounds, organic fertilisers including compost and organic matter-based products, and biofertilisers including microbial inoculants. The registration requirement applies to domestically produced products and to imported ones equally.
The Legal Framework
Fertiliser registration in Ghana is governed primarily by the Fertilizer Act and associated regulations administered by the PPRSD. The Directorate is responsible for evaluating fertiliser products for their composition, labelling accuracy, efficacy, and safety, and for maintaining the official register of approved fertiliser products. PPRSD also conducts market surveillance to verify that registered products conform to their approved specifications and that unregistered products are not being sold.
Documents Required for Registration
- Completed PPRSD fertiliser registration application form.
- Company registration documents from the ORC.
- Product technical dossier: includes the complete chemical composition, guaranteed analysis (the actual nutrient content expressed as percentages), manufacturing process description, and source of raw materials.
- Certificate of Analysis from an accredited laboratory: independent testing confirming that the product's actual composition matches the claimed composition.
- Label artwork: in the format required by PPRSD regulations, which specify the information that must appear on fertiliser labels including grade, guaranteed analysis, recommended application rates, and safety precautions.
- For imported products: the Certificate of Registration or free sale from the country of origin, the manufacturer's product data sheet, and a letter of authorisation from the manufacturer.
- Efficacy data: evidence that the product delivers the agricultural performance claimed. For novel products, this may require field trial data from Ghana or comparable tropical conditions.
The Registration Process
Once your application is submitted with all required documentation and fees paid, the PPRSD technical committee reviews the dossier. The review assesses the product's formulation safety, its label accuracy, the quality of the supporting analytical data, and the appropriateness of the application rate recommendations for Ghanaian soil and crop conditions. If the committee is satisfied, the product is added to the Ghana Fertiliser Register and a registration certificate is issued.
Registration is typically granted for three years, after which renewal is required. The renewal process is less intensive than initial registration but does require updated analytical data confirming that the product's composition remains consistent with its registration.
Market Surveillance and Compliance
PPRSD conducts ongoing market surveillance, purchasing products from retail points and testing them against their registered specifications. Products found to be significantly below their guaranteed analysis are subject to enforcement action including market withdrawal, recall notices, and in serious cases referral for prosecution. Fertiliser producers and importers who take their quality management seriously and maintain consistent production and formulation standards rarely encounter problems during surveillance.
Approaching the market with a compliant product
The PPRSD fertiliser registration process is a quality filter for Ghana's agricultural inputs market. Products that cannot meet the analytical standards required for registration either need reformulation or are simply not suitable for the Ghanaian market. PEA Agro Consult has advised inputs businesses on navigating PPRSD registration and preparing the technical documentation that a successful application requires.
